Shepherd Communication & Security: From Telecom Startup to Albany Security Leader

As the managing partner and founder of Shepherd Communication and Security in Albany, New York, Richard Ruzzo transformed a volume-driven telecommunications operation into a highly specialized commercial security enterprise. Today, his company provides critical infrastructure for regional businesses, including fire alarms, access control systems, and artificial intelligence augmented surveillance cameras. But getting to this point required a massive pivot, a distinct shift toward enterprise thinking, and placing deep trust in the right people.

The Hustle of the Early Years

The journey began around 2007. Ruzzo and business partner Bob Guillerault left professional services careers at a large bank. Guillerault recognized an opportunity with a neighborhood telecommunications business operating out of a residential garage. They decided to bring professional forecasting, management, and structure to the scattered operation.

The duo hustled to secure contracts with major system operators like Time Warner and Verizon. They drove daily to Syracuse, hired technicians, and rapidly built a massive volume-based business. At their peak, they completed approximately 60,000 installations a year and managed 80 service vans. However, Ruzzo soon realized that they had built a business completely dependent on the financial cycles of external corporate clients. They were essentially operating a massive lifestyle business with significant daily liability exposure.

Refocusing for Enterprise Growth

The ultimate turning point arrived when their primary client decided to shift abruptly to an in-house technician model. This strategic corporate decision instantly carved their revenue stream down to a mere fraction. Faced with a surplus of employees and work vans, they had to adapt quickly.

They had previously obtained their master alarm license in New York State in 2010, which laid the critical groundwork for their impending pivot. Instead of chasing every single low-voltage telecommunications job available, they decided to focus strictly on core commercial security and life safety services. By dedicating their efforts exclusively to data cabling, fire alarms, access control, and advanced perimeter camera systems, they began building the Shepherd brand.

This transition from a purely transactional business to an intentional enterprise was incredibly stressful. Ruzzo admits they nearly ran the ship aground a dozen times during the transition period. They purposefully downsized their operations to significantly reduce daily field liability and regain total control of their cash flow and destiny.

Betting on the Right People and Innovations

A crucial element of this successful transformation was learning to let go of absolute founder control. Ruzzo notes that as a bootstrapped, closely held business, trusting outsiders to make decisions was initially very difficult. However, the global pandemic created a unique ripple effect in the Upstate New York job market, bringing superstar talent directly to their door.

They hired a talented sales professional who brought a much-needed enterprise mindset to the leadership team. This individual helped shift the founders away from a chaotic, day-to-day operational style toward strategic, long-term capability planning. Additionally, they brought on technically savvy staff who actively experimented with new technologies, successfully developing custom elevated temperature sensors for large local institutions. They even secured an exclusive deal for a specialized DNA nanoparticle security spray to deter target theft at jewelry stores. By embracing a flexible, open, and trusting work environment, Shepherd Communication and Security empowered its blue-collar workforce to contribute meaningfully to the company.

Today, the business employs 34 tradespeople at its main office on Railroad Avenue in Colonie. They proudly serve a couple thousand regional customers on recurring subscription models, continuously increasing their overall enterprise value. Ruzzo remains immensely proud of his workforce and the high-quality, highly certified tradecraft they deliver across the Capital Region. By focusing on specialized technical skills and adopting an enterprise mindset, Shepherd Communication and Security transformed into a premier commercial security leader.
